I think it was completely wrong of the shooter to do anything like this. I think its stupid that he killed so many people and injured just as much, but he said nothing while he was doing it...sort of like he was enjoying it, or at least that's how I see it. Once he was held down on the ground by someone who had to fake being dead, because obviously he didn't want to be killed by this physio, so once he was being held down, once again he said nothing. He showed no sign of a struggle at all, because well, he knew that even if he did there was security that saw him and he knew that even if he ran he wouldn't be running for long because he would have gotten caught.
